I mean, not unless Disney about to add Jusenkyo to one of their princess stories, and I pretty sure the socjus crowd would really hate Jusenkyo that wouldn be real trans, even though it would be a legit ass transition. (and is used in universe to create impregnable women).
In some universities it is compulsory to complete the practicals or training to get the final degree certificate. So you have the choice here. The rules for licensing are different for each states, however, most of the states ask for higher educational qualifications, You may also have to appear for a written or oral exam for getting a license certificate.
